Abstract This document aims to end academic reliance on monopolistic models based on misleading impact factors by presenting a well-studied framework for launching a "Participatory Community Scientific Review Platform." This shifts cognitive authority from the individual editor to dynamically forming specialized scientific communities and ensures transparent, responsible pre-publication peer review. This framework has undergone a multi-axis critical review cycle, encompassing the statistical coherence of decision rules, cold-start mechanisms for reference databases, procedural governance guarantees, and the realism of legislative integration with the university environment globally. The current formulation reflects the addressing of all these axes with full methodological transparency.
