Abstract

Sector XXI presents the global δI–Horizon Manifold, demonstrating that horizon formation is a correlation‑geometry phenomenon rather than a metric singularity. The δI‑substrate generates a universal gradient zone, collapse‑energy operators, and a global horizon surface without requiring classical spacetime divergence. This sector shows how horizon geometry, collapse‑energy flow, and gradient‑zone amplification arise directly from δI‑structure and remain stable across astrophysical and cosmological regimes. Sector XXI establishes the substrate‑level origin of horizon formation and forms the sixth component of the horizon‑collapse chain.
