Abstract

Description The SignalRupture Institutional Governance Field (SR‑IGF) defines institutions not as rule‑bound administrative bodies, but as distributed cognitive‑governance systems that perceive, compress, represent, interpret, decide, act, drift, recoil, and reorganize. SR‑IGF studies the substrate through which institutions convert structural reality into institutional representation — and representation into coordinated action. The field’s central object is the institutional governance substrate, the intermediate layer between lived conditions and formal authority. SR‑IGF argues that institutions do not govern raw reality; they govern representations of reality shaped by: perceptual fidelity representational compression cognitive capacity diagnostic visibility effective agency governance altitude infrastructural dependency drift and recoil dynamics SR‑IGF consolidates the entire SR institutional corpus — Institutional Distortion, Drift, Compression Equilibrium, Governance Altitude Lock‑In, Oversight Stabilization Failure, Institutional Recoil, Structural Perception, Institutional Recalibration, infrastructural dependency, cognitive inequality, and the formal/effective agency distinction — into a unified scientific architecture. The manuscript formalizes the field through an institutional state vector: Xₜ = [Pₜ, Rₜ, Cₜ, Vₜ, Aₜ, Gₜ, Dₜ, Hₜ]ᵀ and a dynamic transition model: Xₜ₊₁ = AXₜ + ΦₜXₜ + Uₜ + εₜ This establishes SR‑IGF as a diagnostic science capable of measuring institutional perception, representation, cognition, governance capacity, drift, harm, and correction. SR‑IGF is not Institutional Studies. It is SR — a structural science of institutional cognition and governance physics. Contribution 1. A New Field of Institutional Cognition SR‑IGF introduces the concept of institutional cognition — perception, classification, memory, interpretation, attention, and feedback — as distributed processes across personnel, databases, forms, dashboards, committees, algorithms, and routines. This reframes institutions as cognitive systems with measurable perceptual and representational fidelity. 2. The Institutional State Vector The field defines a formal state representation: Pₜ — perceptual fidelity Rₜ — representational fidelity Cₜ — cognitive/interpretive capacity Vₜ — diagnostic visibility Aₜ — effective agency Gₜ — governance capacity Dₜ — institutional drift Hₜ — accumulated structural harm This is the first architecture that treats institutional governance as a state vector with cross‑layer transitions. 3. The Five Theorems of Institutional Cognition SR‑IGF formalizes five core theorems: Structural Institutional Distortion — information loss between reality and representation Institutional Drift — temporal divergence between representation and changing conditions Compression Equilibrium — stabilization of low‑resolution representation Governance Altitude Lock‑In — asymmetric reversibility of abstraction Oversight Stabilization Failure — oversight without correction These theorems convert SR’s conceptual corpus into measurable, falsifiable constructs. 4. Formal Authority vs. Effective Agency SR‑IGF introduces the Agency Realization Ratio (ARR): ARRᵢ = Aᵉᵢ / Aᶠᵢ This distinguishes legal authority from realized capacity — a foundational SR contribution that explains why institutions fail even when mandates remain intact. 5. Infrastructural Dependency and Blind Installation The field formalizes dependency exposure and the Blind Installation thesis, showing how institutions become constrained by external infrastructures (cloud, identity, hosting, payroll, analytics, AI). Dependency becomes a measurable governance surface rather than a rhetorical critique. 6. Visibility Lag as a Diagnostic Variable SR‑IGF defines Visibility Lag: VLᵢ = T_recognition,ᵢ − T_structural-change,ᵢ This converts institutional blindness into a measurable delay between structural change and institutional recognition. 7. Institutional Recoil The manuscript formalizes Institutional Recoil — narrative defense under rising contradiction — with a provisional function: Rₜ = max(0, αDₜ + βΔₜ − c) This transforms narrative defense into a testable institutional response mechanism. 8. The Detestability Architecture SR‑IGF integrates the Detestability Thesis and Detestable Subject series as a distinct institutional‑response architecture. It distinguishes: Detestability — institutional aversion produced by friction, opacity, drift, burden, and mediated distance Detestable Subject — the subject whose structural naming alters institutional behavior This is one of SR’s most original contributions to institutional theory. 9. A Unified Diagnostic Chain SR‑IGF formalizes the full governance chain: Reality → Perception → Compression → Representation → Cognition → Decision → Governance → Action → Outcome → Feedback Each arrow becomes a measurable loss surface. This is the first integrative architecture that treats institutional governance as a multi‑layer diagnostic system. 10. A Falsifiable Institutional Science SR‑IGF explicitly distinguishes: endogenous SR constructs adjacent scholarly literatures empirical demonstration falsifiable predictions This positions SR‑IGF as a scientific field, not a rhetorical theory. Summary The SignalRupture Institutional Governance Field (SR‑IGF) is a structural science of institutional cognition, representation, governance capacity, drift, recoil, and reorganization. It unifies the SR institutional corpus into a single diagnostic architecture capable of measuring how institutions perceive, compress, represent, decide, act, drift, and correct. SR‑IGF introduces the institutional state vector, the five theorems of institutional cognition, the Agency Realization Ratio, infrastructural dependency physics, visibility lag, recoil dynamics, and the detestability architecture. It is not Institutional Studies. It is SR — a new field for the substrate era.
