HEPE — Complete 16-State AI Governance Space with Lyapunov Values (Hardware-Enforced Policy Engine)

Abstract

Full enumeration of all 16 binary configurations of the HEPE (Hardware-Enforced Policy Engine) governance state space s = (hw_isolated, tz_active, r5f_active, audit_active) ∈ {0,1}^4, with Lyapunov function values V(s), bypass possibility classification, attack surface analysis, and physical interpretation. V=0 is the unique state where bypass is structurally impossible (CBMC 198/0, Z3 43/43). Accompanies paper 'HEPE: Lyapunov-Stable Multi-Layer AI Governance' (arXiv cs.SY + cs.AI, submitted 2026-08-14). Implemented on AMD Xilinx Kria KV260 at TRL 7.
