A Case Study Analysis of European Tech Entrepreneurs in Shanghai's Innovation Ecosystem

Abstract

This paper examines the operational advantages that European tech entrepreneurs perceive within Shanghai’s innovation ecosystem relative to the European Union. Drawing on three semi-structured interviews with the founders of Shanghai-based European-founded tech companies, Asiabits (Germany), IT Consultis (France), and Company X (Spain), the study addresses the research question: What operational advantages does Shanghai's innovation ecosystem offer that European tech entrepreneurs find lacking in the EU? Execution speed emerged as the primary differentiator across all three cases, followed by advantages in talent, community density, and market scale. Significant divergences erupted in capital access, regulatory environment, and government engagement. The paper argues that Shanghai’s combination of speed, scale, and state-backed facilitation structurally outcompetes the EU in attracting and retaining European tech talent and draws four concrete policy implications for EU institutional reform.
