Evolution, Not Revolution: A Manifesto for the Considered Reform of a Confident Nation

Abstract

Version 6 is a reconciliation release. The set now comprises four documents that agree at the point of detail: The Manifesto, The Academic Précis, The Arithmetic, a fiscal companion that costs the programme in full, and a national Profit & Loss Statement and balance sheet model as the governing evidence. The Arithmetic governs on numbers. Headline resolutions: an indexed floor of £8,000 under the flatness rule; a Single Charge of 52.9 per cent falling to 50.1 as the fundedpension pillar matures; company tax held at 25 per cent as a withholding under imputation; indexed gains; the hereditary tax retained; housing and disability streams and child benefit retained; health moving to a premium model at the medium horizon; a two year paid block in post eighteen education; a thirteen per cent university participation target; return support in kind, never cash. All fiscal data refreshed to the 2025-26 outturn.
