Abstract

TSUMS MAX-STACK Full Replay Engine v1.0 Final is a Public-Layer governance lifecycle replay and cross-ledger compilation framework. It compiles known facts, missing records, duty signals, decision nodes, accountability mappings, stop-loss points, evidence chains, ledger bridges, residual risk, corrective actions, and closure requirements into replayable and auditable governance outputs. The framework operates across the five TSUMS core governance modules: C1 PCAR, C2 MSLS, C3 UIRF, C4 MFRF, and C5 USMP, and implements an end-to-end governance lifecycle from Source Governance through Accountability / Repair to Closure. This DOI deposit is the Public-Layer documentation and verification package for TSUMS MAX-STACK v1.0 Final. It includes public profiles, validation summaries, self-test results, citation metadata, deposit metadata, and integrity hashes. Protected Core source code, weights, operational thresholds, formulas, non-public implementation structures, sensitive coordinates, private data, and protected Indigenous knowledge are excluded.
