An Assessment of CCTV Surveillance Infrastructure for Enhancing Highway Security: A Case Study of Third Mainland Bridge, Lagos, Nigeria

Abstract This paper evaluates the role of Closed-Circuit Television (CCTV) surveillance infrastructure in enhancing urban security and traffic management along the Third Mainland Bridge in Lagos, Nigeria. Spanning 11.8 kilometers across the Lagos Lagoon, the bridge is a critical transport corridor connecting Lagos Island to the mainland. Grounded in Routine Activity Theory (RAT) and Crime Prevention Through Environmental Design (CPTED), the study examines how integrated CCTV deployment—featuring high-definition cameras, centralized monitoring, solar power backups, and underwater/bridge-deck monitoring facilities—acts as technological guardianship to deter crime, accelerate emergency response, and protect vital infrastructure. The assessment details operational and environmental challenges, including harsh marine conditions (salt air, high humidity), continuous funding requirements, inter-agency coordination (NPF, LASTMA, marine units), and data privacy considerations. Finally, key recommendations are proposed to enhance system resilience, including the integration of Automatic Number Plate Recognition (ANPR), AI-enabled video analytics, structured preventive maintenance schedules, and robust cybersecurity governance frameworks.
