Delivering Organisational Judgement: Explicit Context, Retrieval, and Parameter Adaptation in Qwen3

Abstract

Synthetic withholding studies show that organisation-specific engineering judgement can be restored when written material is supplied at inference time. This technical note asks whether the same sealed contrasting-practices world admits recovery when that judgement is delivered through explicit compact context, embedding retrieval over episodic history, or small QLoRA adapters on Qwen3-8B. The work is apparatus admission on an already observed task population, not confirmatory held-out evidence. Explicit context recovered all sensitive decisions and controls; retrieval recovered five of eight sensitive decisions with intact controls; a decision-trained adapter recovered all sensitive decisions but damaged two controls; principle-only and combined principle-plus-example adapters failed preregistered admission gates, while a wrong-organisation combined adapter moved six of eight sensitive answers toward the incompatible practice. Proposition delivery, retrieval and parameter adaptation are not interchangeable merely because their source material expresses the same local judgement.
