The Substrate Theory
Abstract
We present a geometric framework on a 17-dimensional Randers-Finsler manifold that derives the fine-structure constant, the MOND acceleration scale, the electron shell capacities, and the neutrino oscillation phase from a single structure. The closed trace of the 30-channel comparison space yields α−¹ = 208π²/15 + (4 × 17 + 3)/(102 × 4) = 137.0360, matching CODATA. Projection of 30 internal chiral channels onto the Hubble horizon gives a0 = cH0/√33 ≈ 1.20 × 10−10 m/s². The electron shell capacities 2, 8, 8, 18, 18, 32 emerge from the Finslerian eigenvalue problem on the 15-dimensional operational spatial manifold. The neutrino oscillation phase 1.27 arises from the quantum gap of the 30-channel comparison algebra normalized by the triangular number T4 = 10. The framework contains one calibrated scale and zero fitted dimensionless parameters. It is falsifiable, structurally constrained, and makes testable predictions
