Abstract
A finite character-sum treatment of long-division digit-cylinder observables, proving a carry-boundary reduction, a primitive odd Bernoulli/sawtooth factorization, a visible-boundary theorem,and an exact prime-power second-moment identity with a composite proper-conductor obstruction.
