Modernizing Voluntary Human Intelligence Collection for the Smartphone Era: A Strategic Concept for Expanding Public Reporting Against Fentanyl-Trafficking Foreign Terrorist Organizations

Abstract

This working paper presents a strategic concept for consideration by United States Government departments and agencies engaged in counterterrorism, counter-narcotics, homeland security, and national security. It is not an operational proposal, a technical design, or a recommendation for any specific system. The February 2025 designation of eight transnational criminal organizations as Foreign Terrorist Organizations and Specially Designated Global Terrorists moved the fentanyl fight out of routine narcotics enforcement and into the counterterrorism framework. The intake architecture for voluntary human reporting, however, has not moved with it. The paper asks whether a secure, government-controlled mobile reporting channel could function as a modern intake and triage layer feeding the reward and enforcement architecture that already exists, rather than as a new anonymous bounty system. It proposes pseudonymous reporting history as a means of applying traditional source-evaluation doctrine at scale, and treats the principal failure mode directly: any incentivized, low-friction channel operating in cartel-contested territory will be targeted for manipulation, which makes anti-fabrication design and verified-outcome-only compensation load-bearing rather than optional. An appendix pairs illustrative mechanisms with the legal and operational tensions each raises. DEFENSIVE PUBLICATION STATEMENT.
