Serving as the 2026 systems-engineering consolidation of Sum Wan Fu's theoretical lineage, the paper outlines the **Institution Operating System (IOS)**—a persistent, modular digital platform that synchronizes five core computational pillars: Computational Law, Governance Verification and Integrity, Political Ontology Engineering, Algorithmic Governance and Sandbox Simulation, and Algorithmic Economics with Data Stewardship.
