The Neurodivergent Economy: A Complete Framework for Neurodivergent Inclusion, Governance, and Societal Repair (PANDIV Series, Papers 1–7)

Abstract

The PANDIV series extends the SEND governance failure documented in PASEND (SSRN 6765758) to its full moral and economic consequence, establishing the systematic destruction of neurodivergent human capital as a quantifiable, repairable governance failure. The series introduces the Neurodivergent Governance Failure as a four-domain compound failure (educational, employment, welfare, governance); the Destroyed Pipeline Theorem; the Structured Moral Obligation four-stage repair framework; and the Public Pressure Model. Headline findings include an aggregate annual avoidable cost of £68.9 billion, a 40-year Neurodivergent Economy dividend of £487 billion, and a Shadow Liability Discount of £78,412. All papers in the series are co-authored with an autistic adult with lived experience, contributing with full knowledge and consent, who is not identified by name.
