Households social support in the context of financial and investment policy (case study of the Russian Arctic regions)

Abstract

The article examines the system of household social support in the Russian Arctic regions as a key element of the state financial and investment policy. Based on the data of the Unified State Information System of Social Security and Russian Statistical Agency (Rosstat), the author has conducted a quantitative analysis of recipients, categories and types of support measures, and the average amount of payments. It shows a clear differentiation of the Arctic regions by all the indicators. There exists an extensive model of social support, in which an increase in budget expenditures is mainly aimed at expanding the range of recipients to the detriment of targeting and sufficiency of measures. The necessity of switching to an intensive model focused on the real replacement of lost incomes and increasing the financial stability of households is substantiated.
