Theoretical research results on the problems of territorial development and their application in the European North of Russia

Abstract

A certain set of economic-geographical processes and relations is united by the scientific concept “territorial development” and two related concepts – “territorial-economic system” and “territorial management”. As a result, a theme of scientific research works has been formed in which the main positions are occupied by relations regarding participation households, business management centres, regional governments and local self-government in the development and improvement of territories, the creation of a common infrastructure for the placement of population and enterprises (organisations). Key actions are coordination, cooperation and interregional integration, as well as the management of regional property and the improvement of financial and economic relations along the line “central government – regional governments – municipalities”. The enterprise (firm) is presented as a “universal” counterparty in relation to other control centres. In accordance with the subject content of territorial development, the primary role in the methodology of its study is given to interdisciplinary, geosystemic and problematic approaches. A transition pattern from theory to practice is presented. The projection of theoretical and methodological principles to the European North of Russia has established its economic type (North European) and the directions for renovation and modernisation of the existing complexes – agglomerations, industrial areas, and rural hinterlands.
