The Carbon Handshake Architecture: From Verified Carbon to Settled Farmer Income

Abstract

Smallholder carbon finance in India is constrained not only by methodology or market access, but by fragmentation across farmer enrolment, evidence generation, verification, transition finance, aggregation, registry operations, benefit sharing and payment settlement. This paper formalises the Carbon Handshake Architecture as an integrated institutional design for converting verified climate-positive agricultural activity into transparent and timely farmer income. It uses a conceptual design-science approach derived from the published practitioner work The Carbon Handshake: The Golden Suture. The end-to-end smallholder carbon-finance transaction—beginning with consent and plot enrolment and ending with value allocation, beneficiary payment, reconciliation, grievance handling and reversal control—is treated as the unit of analysis. Four linked constructs are formalised. The Golden Suture specifies institutional interface governance; the Digital Spine specifies hybrid digital monitoring, reporting and verification and interoperable evidence; the 1:10 Multiplier specifies conditional catalytic-risk allocation and commercial-finance mobilisation; and the 80:20 Rule specifies ex-ante distributive governance and a farmer-value floor. The Interoperable Ledger, Farmer Producer Organisation aggregation, direct settlement, a defined payout service-level agreement, safeguards and stage-gated regional pilots operate as supporting mechanisms. The paper defines the 72-hour payout clock as the interval from confirmed sale settlement to beneficiary credit and adopts 80 per cent of realised gross sale value as the proposed minimum farmer allocation, with the remaining 20 per cent constituting the complete enabling-cost and buffer envelope. These are transparent design normalisations, not existing legal mandates. The paper presents a conceptual implementation architecture rather than an empirically validated impact model. Ratios, costs, prices and programme scales remain illustrative unless independently verified. Its contribution is a falsifiable architecture for testing transaction cost, evidence quality, blended-finance additionality, benefit sharing, settlement reliability and institutional coordination in India and other smallholder economies.
