Abstract

MCSEI 2035™ – Montenegro Commercial Space Economy Initiative 2035 is an independently conceived national-development initiative exploring how Montenegro can participate in, enable and derive responsible economic value from the expanding commercial space economy. This Version 1.0 publication establishes a public and citable record of the initiative’s authorship, origin, strategic scope and stage of development. It confirms the existence of an integrated national strategy to 2035, a portfolio of 30 developed commercial models, a MASTER financial model, an Investment Book, regulatory and institutional mapping, location and infrastructure assessments, and supporting risk, KPI and implementation frameworks. The publication is intentionally limited to a high-level foundational record. Individual commercial models, financial formulas, assumptions, projections, locations, counterparties, implementation mechanisms, databases and supporting materials remain unpublished and access-controlled. Publication of this record does not grant permission to reproduce, adapt, implement, commercialise, represent or negotiate the underlying MCSEI 2035™ strategic architecture.
