Governance Compilation Standard - Core Requirements (Draft 0.1 for Stakeholder Review)

Abstract

The Governance Compilation Standard - Core Requirements specifies a technology-neutral normative core for the controlled transformation of authorized human governance into validated, activated, and runtime-consumable machine-evaluable governance. The standard defines minimum requirements for governance-source authorization, declared compilation scope, requirement identification, semantic interpretation, bidirectional traceability, formal or semi-formal modeling, behavioral verification, controlled compilation, package and repository management, post-compilation validation, system-level and constitutional invariant validation, approval, activation, runtime consumption, evidence preservation, continuing assurance, and change control. The requirements apply to manual, team-based, tool-assisted, AI-assisted, partially automated, and highly automated governance-compilation methods. They are intended for software, artificial-intelligence systems, autonomous and agentic systems, policy engines, workflow systems, access-control systems, infrastructure-control systems, and other environments in which human governance is represented for machine evaluation. Draft 0.1 is an initial public-review draft intended to support stakeholder review, implementation trials, and revision. It is not an adopted consensus standard, a certification scheme, or evidence of legal compliance, absolute completeness, universal correctness, ethical acceptability, safety, or security.
