Abstract

This paper generalizes the shell quantization of 8.10 to the galactic scale. Based on the interlock constants , , the galactic joint cross-section characteristic scale is rigorously derived as . The shell power exponent is directly locked by the interlock constants; the geometric origin of the flat galactic disk orbital velocity distribution is the velocity locking effect at the critical shell, with deviating from observation by about .
