A Structural Response to "Microsoft Enterprise AI Delivery": Reviewing Microsoft — StratoAtlas CDSA Diagnostic

Abstract

A structural stress-test, not a rebuttal, of the StratoAtlas brief "Microsoft Enterprise AI Delivery," applying the CDSA method (Tension → Mechanism → Test → Falsifier) to separate the brief's load-bearing claims from its inferred ones. The review confirms the brief's central and strongest claim — that capability distribution (adoption) and trust formation are measured on different signals and channels, and that one cannot substitute for the other — as a structural property holding independently of product quality or intent, while flagging that its supporting NPS and pilot-to-scale evidence is confounded by cohort composition and procurement cycles rather than isolating the mechanism itself. It further finds that the brief's "governance ceiling" tension may be inherited from general enterprise-software delivery economics rather than being AI-specific, per a comparison against ERP, cloud, and IoT precedents, and that the brief's attribution-ownership claim (fragmented responsibility across platform, partner, and enterprise layers) is correctly labeled as an open hypothesis rather than a settled mechanism, though a related signal class in the brief's classification was found inconsistent with that same hypothesis-level confidence. Following review, StratoAtlas revised the live map to carry inline evidence-sufficiency and specificity-boundary notes reflecting these points, relabeled the attribution-ownership claim as an explicit Open Hypothesis, and corrected the inconsistent signal class — while leaving the underlying mechanisms themselves unchanged.
