The special issue looks beyond a straightforward history of Euro-Mediterranean relations. Its contributors examine what policymakers learned, how knowledge was developed and exchanged, and what resulted from those processes over time.
The issue also proposes a typology for assessing governance in these relations. It combines the strength of collaboration between actors with the degree of power-sharing in decisions, allowing the contributors to assess successes, failures and changing objectives in more detail.
